Yeah, that's why almost all the Mission: Impossible movies have rogue secret agents as their baddies. Which was cool when Bond did it in Goldeneye, but by this point in the MI series it feels like the world would have far fewer existential threats if the various intelligence agencies had called it quits after the cold war.
Of course, we're back to some pretty strained international tensions these days, but Hollywood seems a lot less prepared to engage with such plots. Most of the nations they could paint as baddies would either count as a large portion of their international revenue, or could hack their social media to bits on a whim.
