XP availability for NPC crafting Magic items

This is a question somewhat related to the NPC progression but a bit more specific:

At which rate does a non-adventuring NPC "recover" or gain xp ? and gold ?

IMC, the PCs commissioned a NPC to enchant some items, and I wonder when he would be able to make another item.

Are there any rules/guidelines/house rules covering this ?

No.

On a more productive note, I would assume that NPCs use the variant "story awards" rule in the DMG, p. 168, for gaining XP. This is essentially a handwave to let the DM give out anything they deem appropriate. Also, unless the NPC is only a few XP into their current level and/or the party buys some very expensive items, it's unlikely they'll have run out of XP for enchantment purposes.
 

An NPC wizard can just go out and kill a few marauding humanoids that threaten his community and rack up a lot of experience fast. A 6th level wizard still gets 300 xp per CR1 monster. NPC wizards are considered magical artisans for items they create so they only cost them 75% what it costs non-artisans. Fireball 20 CR1 monsters like gnolls or 10 CR2 monsters like bugbears and the NPC has enough xp to retire at a high standard of living for the rest of his life. If he ever runs low he can just do it again, he certainly has enough magic items to handle the challenge. Don't worry about NPC wizards, they know how to make a nice living without any of risk that standard adventurers face.

For some reason, I feel there's something wrong with the following scene:

PC to NPC wizard:" I Need a potion/keen enchantement on my weapon/whatever "
NPC wizard : "Hmm ok, wait a minute.."
wizards teleports to the nearest Ogre camp, casts some fireballs, teleports back
and says " ok, Now I can handle it"

Both, I think. IIRC, Magical artisan cuts the price for items of one category by 25%. Therefore, the base cost would be reduced, and hence the XP cost is reduced as well.

I believe that he is referring to a Feat in FRCS. Gives you 25% off the top to make one school of item (Wand, Arms and Armor, Wonderous item....etc), and can be taken multiple times (for different item types).
 

A simple suggestion

Most NPCs with generate a certain amount of gold per month based upon their profession. On page 241 of the DMG we see that each XP = 5 gold. So, figure out how much gold the NPC makes and divide that by 5 to calculate how much xp they get per month for making items or going toward levels.
 

Using 1 XP = 5 gp, making a magic item costs 70%. Or less if they have the Magical Artisan feat.

It's impossible to track an NPCs XP. After all, if they like to make consumables (like potions), you couldn't possibly keep track of all the potions that they made and used up.
