D&D 5E Multiclassing more than once per level?

Looking for opinions, when it comes to multiclassing how overpower would the player be if they were allowed to, for story purposes, multiclass two classes for each level?

That is called gestalt multi-classing. It does increase character power a fair amount, but not uncontrollably so. It was an option in 3e to help groups with low numbers cover more classes with less character's. It all depends on the DM's ability to adjust.

Why not just upping them two levels at once? This way you don't have to do any assessment of power, it'll be just one level higher e.g. for the purpose of encounter building.

I guess it depends on the purpose here. What are you hoping to achieve and what is the motivation behind it? Do you want extra ability out of MCing for a small group. Is MC mandatory? What do you give to PCs who don't multiclass?

How are you implementing it? Do they just get all of the features of two classes every time they level? Everything but HP and proficiency? How does this affect ASIs?

What I’m trying today do is like, the group is full of civilians that want to fight against an evil empire but they have no source of combat training and whatnot. So they will be trained in how to punch, use weapons and magic.

You could also just start them at level 1, as that's generally considered to be "barely trained".
 

Early levels are so quick that I don't see any need for allowing such. At higher levels making someone chose just a single class to increase in shouldn't be a problem.
