Passive: is 8 plus skill.
I would even go so far as saying 5 + Skill, assuming passive use is at disadvantage, as it does not have your primary focus.

For my own contribution here, Player's Handbook, p.186, under Long Rest:
Change "If the rest is interrupted by a period of strenuous activity -- at least 1 hour of walking, fighting, casting
spells, or similar adventuring activity -- the characters must begin the rest again to gain any benefit from it."
to
"If any hour during the rest is interrupted by strenuous activity, such as physical labor/walking for an hour, attacking, taking damage, or casting a spell, add an additional hour to the length of the long rest for each hour interrupted."

I highly disagree. Trying to keep the math flat limits the design space for the sake of just keeping the math flat -- which IMO is not a worthy goal.
It keeps the math at a flat limit (which can be adjusted, btw), in order to prevent crazy numbers and impossibly high DCs for skill checks/saving throws, like previous editions and Pathfinder had.

The goal is to get rid of number bloat. It succeeded, and it's a good goal.
 

But that's A FULL rewrite, not a, small fix!

One possibility, go the PF2 route. 3 actions period. Mix and match as you like.
While definitely beyond the scope of this thread, I think a flattened action economy* would be better for a lot of playstyles.

* That is: you get one action per turn, which encompasses all the little things that go into it. No bonus actions or item interactions or move actions (you can move as part of the action, but it has to be part of the action). One big thing, then on to the next player.

But you'd need to rewrite a lot of spells and features (and two-weapon fighting) to make it work.

Remove concentration checks for damage (or at least small amounts of damage). Still stop casters from casting multiple spells requiring concentration.
