The "New Format" would be stat blocks for all the old characters with a bunch of templates for alternate realities and a whole new Planescape layout, ruleset, and concept... but it's just -one- Sigil and the old one is still canon, just apply the new 5e Stat Blocks to your old Sigil NPCs.

Now -that- would be different... Particularly if they also release an alternate-reality Spelljammer to go with it... Or first? Not sure.

And then Alternate Athas. False Krynn. Imposter Oerth.

... yeah. I'm not a huge fan of this particular angle... but at least it would be an interesting twist for updating old settings while maintaining the prior canon.
I'd really rather they didnt.

Giff: These really should get proficiency in firearms. It's not clear how their Damage Dealer ability interacts with the two handed weapon style or Savage Attacker feat.
What's unclear? You get to re-roll one die, regardless of how many are rolled. That limits the applicability to (e.g.) sneak attack, as it should.
Plasmoid: It should perhaps be spelled out that the amorphous ability does not apply to gear.
"provided you are wearing and carrying nothing"
Thri-kreen: The text for the Secondary Arms ability doesn't really address the mechanical issues that will occur in play: can I make a bonus action off-hand attack
Honestly, I do not see what is unclear. Unless you mean something specific by off-hand attack?

Yes, you could make the bonus action attack with (e.g.) Polearm master. Why wouldn't you?

Or do you mean Two-Weapon Fighting? Nothing here supersedes the Two-Weapon fighting rule. So you can have a Light weapon in a primary hand, a Light weapon in a secondary hand, and a shield in the other primary hand.

With the Dual Wielder feat, you could have any one-handed weapon in a primary hand, a Light weapon in a secondary hand, and a shield in the other primary hand.

Shield in other primary hand is fine. You need both primary hands to wield a 2H weapon. In which case, you are not meeting the requirements for Two-Handed Fighting.
Can I duel wield hand crossbows and load them with my secondary arms?
Yes, if you have the Crossbow Expert feat.

I think it is worded that way specifically to allow gear - and that should be spelled out. Because, "Cannot use any wearable magic items or gear," is a GIGANTIC drawback that is not made up for in other abilities here.

Yeah... uh...

Plasmoids can wear armor and wield weapons and carry gear.

It's only when they're trying to squeeze through a teensy hole that they have to be naked and carrying nothing to get away with it.

Your Greataxe does not fit through the door's keyhole, but your ooey-gooey body does, so slip through, buck-nakie, unlock the door, open it, and retrieve your stuff.

A kind DM might even let you disrobe and reclothe yourself as part of a move action in which you move out of the clothes leaving them to flop on the floor, or into the discarded equipment and then bubble up to fill it out,

"Amorphous. You can squeeze through a space as narrow as 1 inch wide, provided you are wearing and carrying nothing."

That seems pretty clear that nothing can be worn. I don't see an exception for gear, magic or otherwise.
