what are you talking about? there is no way to magicaly detect alignment. No one is saying "Hey that 1 or 2 good liers got past" is a problem it;s 1/3 of all them are evil that is... I assume they don't all hide there natural thoughts and tendencies 24/7.
D&D 5th Edition doesn't seem to have ways to detect alignment, and I don't think 4E did either, but previous editions did. Including AD&D 1E, which Dragonlance was originally written to conform to.
if they have 3rd level spells your choice is hunted like a dog, being killed, or going through a test that even if he passes leaves PTSD of it, but could kill you.
If you have access to dangerous weapons that ordinary people are powerless to defend against, then yes, you have to register with the local government, including passing an exercise that shows that you know how to use live ordinance safely. That can be harrowing, but it's how a responsible oversight council functions.

There's no magical equivalent of that, nor will using a paintball gun get you cleared for carrying a deadly weapon.

In terms of overt magical warfare, it's not that much of a stretch to say that more innocent people will suffer than if there's a state of peace (or at least detente). If we hold to the idea that Good wants to minimize the suffering of others, then not going into an all-out battle to destroy Evil is preferable.
nobody said "MUST DESTROY ALL EVIL" (except maybe the paly of vengeance)
That's the alternative to acknowledging the necessity of allowing evil to exist on some level, which if I'm reading you correctly is the basis of your objections to the setting.
