I don't see why not. I don't see how quickened would even be a factor.

Edit: Reading Innate Sorcery closer (or at least, the D&D Beyond notes on it) changed my mind. It appears to only apply to Sorcery spells, so no.

Edit Edit: However, I haven’t seen anything so far that indicates warlock Invocations that enhance cantrips are limited to cantrips you know as a warlock. So you could fire away with Agonizing and Repelling ray of frost while using Innate Sorcery.
Repelling + Lance of lethargy + ray of frost?
 




Silent death:
Rogue (stealth expetise) / GOO warlock with Mind Sliver, pact of the chain (imp), and Gaze of Two Minds.

Hide, and send your invisible imp 60' ahead, and silently blast enemies from around a corner.
 



Optional rules from Tasha are still valid
Interesting take, I guess I hadn't thought of it that way since every other class had their Optional rules from Tasha's incorporated into the 2024 PHB.

The correct answer is that each DM decides what is valid at their table, and I was assuming that being left out of the 2024 PHB would doom it in the eyes of most DMs, but maybe you're right and that wouldn't be the general consensus
