What stops them from saying “Lets head back to town and rest.”?
I don't think anything stops them from saying that. However, lots of things make it complicated to accomplish, and it depends on a myriad of circumstances:
  1. Can they go back to town?
  2. Is there a safe place to rest?
  3. What are they trying to accomplish? Will rest help or hurt their goal? Will retreating help or hurt their goal.
  4. Could they be attacked on the way back to town.
  5. Is their task time sensitive
  6. Is their task info sensitive (aka secretive)
  7. How many resources did they use already?
  8. Are they being followed or watched?
  9. Will their prestige or honor take a hit if they retreat?

Oh! Here is a question: how are the Pomarj and the Bone March described?? Those were...um...loaded...in 1E.
 





I have a powerful need to know in what ways the "Creating a Creature" CR table (p. 56 I think?) has changed. Not specifics necessarily, but what general trends do you see in changes to hit points and damage at each tier of play?

That is correct. I think we will be waiting on the MM.
From a logical standpoint, it makes sense that the rules for creating a monster are moved to the Monster Manual since that's the book's whole purpose
 


I mean, it goes over how to make that happen or not, depending on what kind of game you're going for. I don't know if YOU will be satisfied with that advice, but it's NOT like they're saying "Do one big combat per day and Nova away! It'll be fine!"

They give advice on how to get what you want.
We are concerned if they have given us any useful, practical method to stop the PCs nova everything and then recovering to full resources overnight.
