Some good thoughts in there, but as a practical matter, Mon-El is just Kal-El with a different vulnerability. Yeah, vulnerability to lead is MUCH worse than kryptonite, but there’s workarounds for that.
They've made Mon-El more interesting at times.

Post-Crisis, he was Valor and they showed his (previously almost non-existent) 20th century adventures that were a prelude to him going into the Phantom Zone until the LSH era. So he was a cosmic hero, bopping around the DC Universe for a few years, and seeing ancestors of the threats the LSH would face, etc. It was decent.

During the 5 Years Later era, they used him to replace (at that point, written out of continuity) Superboy in past LSH stories, which also changed things, since the writers were no longer beholden to having the future Superman be in these stories.

And their replacement for Supergirl in these stories, Andromeda, Laurel Gand, a probable descendent of Mon-El, was even better, with more personality than Supergirl has almost ever shown. She was tough, no-nonsense and a mom. She was great.
