Spoilers The War Between the Land and the Sea (spoilers)

Terrorism: "the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims."

Even if somehow nobody got hurt by the massive trash storms it was 100% a violent action AND it was meant to intimidate.
The terrorism attack I was referring to was the globe-bomb.

Which was so ridiculous. Like nobody checked it? Nobody from UNIT, nobody on the Navy ship, none of the sea devils, nobody. He just waltzed in there with a bomb disguised as a globe.

Yes. The terrorist attack was the humans delivering an exploding ball by suicide bomber... thus there was a terrorist attack. What an odd thing to say! :D
thats not really a terrorist attack though, is it? The humans are told the facility had been built to host them and it was a war council the humans were meeting with - all armed Silurian warriors - thus it was Sabotage, striking at a legitimate military target.

That nobody checked that the globe might be a bomb is a stupid oversight though

The war council were a legitimate military target, but killing them was still a war crime (perfidy to be exact) if it was done by a state actor.

There's also the practical concern that if you pretend to want to negotiate and then use that to kill your enemies then your enemies will stop trying to negotiate.

is she going to be a villain that the future Doctor will need to confront?

The war in brief:

Aqua: Here have all your junk back. Now if you don't do what we want we will melt the icecaps and drown you.

Humans: Have a virus.

Aqua: OK, you win, bye. Also your boy is now a fish.
 

The Sea Devils launched a worldwide terrorist attack, keep trying to make power moves during negotiations even when they're obviously counterproductive, and their demands are so obviously unreasonable that combined with their previous actions it'd be safest to assume they're just trying to create casus belli through provocation and have no interest in peace.

They're entirely correct that diplomacy involves a lot of empty words and wasted time. The alternative is war, which it seems like they've chosen to start.

My main (and pretty much only major) complaint is the lack of subtext other than the 'Elites' eating caviar.

It's a definite improvement in quality.
Did they really choose to start it, though? We've been using the sea as our garbage bin for decades. Everytime the Sea Devils or Silurians are depicted in the Whoniverse, it is always decided by governments and even UNIT in the classic days to not be worth the trouble, so just bury them with explosives (Pertwee), or kill/entomb them in an underwater grave (Davison). It could even be argued that because of every past interaction, that the sea devils consider the way weve treated the planet as an act of global terrorism. Just my two cents.
