    Archspell and Shape Magic

Oh. Right. My bad. Didn't notice the keywords (and lack thereof) on the epic stuff.

    Kobold Hall

I haven't played that adventure specifically, but based on my own experiences, the two first encounters are pretty easy for a 5-member group. The next (650xp) is somewhat more difficult, but not that much. The last two look nasty, though. Especially area 4 (850xp). But of course, some of that xp...

Why Shouldn't I Ban "Come and Get It"?

But the rogue's blinding barrage does actually require attack rolls against all targets and require ammo for all targets. Only the load-time is ignored. Blast only describes how to identify valid targets. "Come get It" could be a taunt? Or a deliberate opening. Or anything. Play it as the...

    Archspell and Shape Magic

IMO, all arcane powers are spells, be they utility or attacks. So shape magic (being an arcane daily) would be considered a daily spell, even though it is a utility and not an attack. Where does it say that utility powers cannot be spells? Because that seems to be your argument.

Is there a reason you do not take a multi-class feat

It also marks the opponent. This is comparable to the paladin one, except the fighter increases the chance of you hitting that round and it does not burn them if they decide to ignore you.

    Stealth in Combat?

That makes no sense. I would allow a character to take a move action, move 0 squares and then hide. The action is then minor adjustments to blend in with the cover.

    Single player playtest report.

There is another important reason to mark; free attack if the target shifts ;).

Drow overpowered again? (and some other racial discussion)

From Wizard Presents Races and Classes pages 30-31:

    Zombie Minions are too weak

compare it to the lvl 2 brute variant; they are basically the same (same defences, same to-hit, etc.). The minion seems to be a minion-version of the brute. So I would peg them at lvl 2 and reduce their xp accordingly.

    Excerpt: the quest's the thing

Simple; drop it on their heads. For example, while the group is in town and visiting the local merchant, have him mention something about stolen goods or raided caravans. This could lead to a quest with the party deciding to hunting the bandits or thieves, and making them feel like it was their...

    H1 and Party Size

to scale encounters, simply remove some of the opponents. level-appropriate encounters for 1st level characters are 100*<number of characters>. You should be able to figure how much to remove (or add) based on that simple calculation.

What will you/do you use for marks?

I painted it on the initiative list, with colored arrows. The arrow-head points to the target, and the tail is next to the character doing the mark. Since I reference the initiative-list to figure who's next, I have the marking in mind when I decide the action. It might be worth mentioning that...

    Burst / blast?

Actually, according to New Oxford American Dictionary the normal english interpretation of these words make perfect sense according to game mechanics: burst an instance of breaking or splitting as a result of internal pressure or puncturing; an explosion. blast 1 a destructive wave of highly...
