They can use it. Examples:

+1 shortspear - they can use it with no penalty (they're proficient)
+1 orc double axe - they can use it with the standard -4 penalty, unless they took Exotic Weapon Proficiency (orc double axe).

I'm not sure what you're reading that makes you think they can't use magical items. Can you quote the rule you're confused over?

Sorcerers can use the same items that are available to all the other classes (worn, use-activated, and command-word items) and they can use spell completion items (like scrolls) and spell-trigger items (such as wands and staves) that cast spells which are on the Wiz / Sorc spell list.

Both the bard and sorceror have spell lists and caster level going for them. The spells they are capable of casting themselves may be severely restricted, but still have ready access to a number of scrolls, wands, and staves.

BTW, this issue also comes up with Paladin and Ranger. Their spells per day progression is anemic. But they look better if you consider items they can use. If you are willing to roll the dice, there are some useful scrolls available to them.
