Spengler is still at 110N70E. He sees Bleep sticking his head down from the west edge of the VZ ceiling, gaining cover against any free action ray.
 

Spengler will take the shot(s): first with polar ray and stunning, then turning right and using greater dispel, chain lightning, hold monster, and temporal stasis.

C'mon good attacks and bad saves!
 

Since Spengler delayed instead of readied, I'll let him fire the first two rays, then let Bleep finish his turn, then let Spengler finish the rest of his turn.

Both rays hit. Bleep takes 45 cold damage, but is not stunned (38 Fort save). He has 335 hp left.

Bleep has a standard action left in his turn.
 

Bleep will burn Spengler (or will she?) with a flyby attack, then take refuge landing in her starting position. The path will carry her off the south side of the roof, which may expose her to more stray shots. 70n65e is as far E as the flight path goes.
 

Bleep breathes acid and Spengler can't dodge. He takes 49 and is left with 2 hp.

Bleep:[sblock]You can breathe again next round.[/sblock]

Bleep is hit by four more rays as she flies back to the VZ roof.

The greater dispel ray has no apparent effect.

The chain lightning ray is dodged (27 Ref save) and causes 26 damage. Bleep has 309 hp left.

The hold monster ray has no effect.

The temporal stasis ray has no effect (40 Fort save).

Bleep starts round 396.
