Conjure Ice Beast spells are like the Summon Monster + Summon Nature's Ally line, only you create an icy construct version of the creature instead.
Cloudy Conjuration adds a cloud effect when casting the summon spell. My understanding of the affect is that the cloud appears in the same space your summoned creature does, but I could be wrong with that. Either way, it adds an area effect to the Summon spell.
Tie it all together with Flash Frost, a metamagic feat that applies to Cold descriptor spells with an area effect. Flash Frost states that it: 1- deal an extra 2 points damage per level to the spell to all targets in the area. 2- makes an area of slippery ice with a balance check or fall prone.
Here's my 2 questions:
1- Would Flash Frost add to the damage that the Conjured Ice Beast would deal with it's attacks for the duration of the summon?
2- The summoned creature is immune to the sickening effect of Cloudy Conjuration, but would be subject to the falling prone risk of the ice, right? Could the summoned ice creature be at risk for falling within it's own summoned space?
...or is this so much of a stretch that this combo simply shouldn't work?
