I'm running this quest right now, strangly enough. What's so weird about the "Black Opal Eye"? The only thing it does is complete Elyas' ancient spell which defeats the witch sisters. You don't really need rules to describe this - it's just a story element.
I've looked for other conversions, and to date, have found none. Actually, the 3.0 rules make this quest easier to run, as they allow for subdual. My party trapped all the Siswa in the dining room (except for one who jumped into the swamp teleporter), and 'subdued' them - although some 'subdual' was actually just knocking them into negatives and then stabilizing them.
The Rahib is a plain vanilla evil, half-orc Cleric with the Domains of Evil and Trickery. The only 'catch' is that he has an evil Artifact he got from Elyas' horde which grants the bearer a +10 DC to enchantment spells cast on Elves, among some other Enchantment/ Charm related powers. Yeah, turns out Elyas wasn't the benevolent philosopher the Elves remember him as. A future quest of the PCs will be to destroy the ring (firey mountains will not be involved).
For the Witch sisters, I'm using the Witch classes from Monte Cook's Arcana Unearthed - Winter, Mind and Earth, respectively. Casting seperately they cast as 5th level casters. Any two can cast a spell in unison as a 8th level caster, and all three can cast spells as a 15th level caster. Obviously the PCs must catch them seperately if they want a chance in hell of surviving.
By the way, how do you explain that the elves cannot offer the PC's any aid? The way I ran it, about two weeks before the PCs arrived the Elves mounted a raid to get Sylva back. Unfortuntely for them the Rahib used Enthrall to lead them all into Elyas' Labyrinth, where they are now lost and some eaten by the Minotaur. When the PCs showed up at the elven village only children and a few elders were left. Rahasia was in hiding because she knew is she was captured the last Witch sister would be freed, making victory impossible.
If you Google around someone did a conversion of the Bone Golem. Again, an unnecessary element, really. 2nd and 3rd level PCs should get their asses handed to them by any golem. You hardly need a stat block to tell them that. I just used the Stone Golem.
