It’s almost like the rule he made up

DM has no actual say on whats permissible, only what is called for for success, which is not the same thing.

Isn’t a real rule and he went back in it by saying “nope doesn’t work”

this isn't even bad DMing, it's DMing the best you can with a system half written

I apologize for wading into the middle, but this caught my eye. I assume you are talking about 5e? What do you feel is half written, or more accurately, what do you feel is missing?

It is funny how applying a, for I might add a spell you chose, spells rules as written somehow makes another rule "useless".

Its what the IA rule says, and it has nothing to do with how Wish is written.
