This question is more concerned with the strength bonus applied, the off handed attack is clearly x.5 Str Bonus but what of the Primary hand, it is x1.5 or x1 Str Bonus?

You're treated as if using two weapons - the primary hand is x1.0 damage.

I believe that he's correct, but that there are some exceptions.

If you use a quarterstaff two handed for example, you can't use it as a double weapon, but your strength bonus is 1.5 instead of 1.0. Few options like this for the Spiked Chain and others too.
