Empowered Ray of Enfeeblement

Please bare with what should be a simple question:

If a 7th level sorcerer casts an empowered Ray of Enfeeblement it would cost her one of her 3rd level spells for the day and the effect would be (1d6 X2)+3 negative strength to the target. Assuming of course that the ray hits.

I think it would be ( 1d6 + 3 ) x 1.5

The 4-9 range is increased not just the dice. I think it is supported by the example of empower on a magic missile which is (1d4+1) X 1.5 not 1d4 X 1.5 + 1

No, it would be a (1d6+3) x 1.5 (round down) penalty to strength.
 



And keep in mind that RoE creates an Enhancement Penalty to Str, not Str damage, so when you zap your foe with three of them they don't stack. (The overlap, meaning only the largest penalty applies).

I know they do not stack, because I have heard it said many times. However, if it's an unnamed penalty, and since unnamed penalties do stack, why doesn't it stack? Is there a rule about the same spell not applying twice?

Yes. Effects from the same spell do not stack. Penalties (not from the same source) always stack, though, even named penalties (though very few are named, if any).

"Spells that provide bonuses or penalties on attack rolls, damage rolls, saving throws, and other attributes usually do not stack with themselves. "
