[FR] Silver Marches: Clarification Requested

On page 62 in the Sidebar titled College Benefits.
The last paragraph:
"... a student may use the college's laboratories and libraries for creating magic items even is she does not have the appropriate item creation feats. The character must pay a special fee equal to 10% of the market price of the item she creates. The wizard must meet all other requirements of the item to be created. For example, a wizard who wanted to create a wand of lightning bolt despite the fact that she does not know the Craft Wand feat could do so by using the college's resources - at a cost of 1,125gp, 10% of the wand's normal market price."

Does this mean, "Since you don't have the feat, you can make do with the college's advanced facilities (XP cost plus 50% of market price Plus 10% of the market price) OR does this mean, "Someone else with the feat at the college makes the item with you and only charges you 10% for the item.

I have a (N)PC sorcerer (I'm the DM in a small group) without any item creation feats. Did the wizard in my group who took Wonderous Item and Wand Creation feats get screwed?

I have a good fealing I'm not reading this correctly.

Your socerer can make the item even without the feat, it still costs gold and XP basically it just costs 10% more gold than it would if you had the feat.
