Ghostform states that you can't make touch attacks, does this include ranged touch attacks (rays)?

no, it means you have no physical abilty to touch others. Spell affects do not have that problem.

Hmm, the spell does say that spells work normally unless they rely on touch. I'm just curious if this melee touch as well as ranged touch spells.

IMO, just melee touch spells, such as inflict light wounds. They require the caster to make physical contact with the target. Whereas with ranged touch spells, the spell is the thing making contact. Spells with an attack roll, such as spiritual weapon, must penetrate armor, etc. to have an effect.
