D&D 5E Glancing Blow or Deadly Strike?

If the fighter misses, can he then select the Glancing Blow maneuver to do 1 expertise dice damage, or does the fighter have to declare his maneuver before he strikes? The fighter will then not be able to declare Deadly Strike? Is it a gamble? Or can you chose Glancing Blow after you miss?

As per their descriptions in the Maneuvers section:

Deadly Strike specifically triggers when you hit (at which point, you can choose to devote dice to it).

Glancing Blow specifiically triggers when you miss (at which point, you can choose to devote dice to it).

There is no overlap, here, and no conflict of interest. They work perfectly fine side-by-side. And this is as it should be, because both options would be unnecessarily weakened by having to declare their usage before rolling to hit.
