Help on KOTS half-elf cleric

This character has one power that has a strange "marking" feature:

Healing strike
Encounter - Divine Healing Radiant Weapon
Standard Action : melee weapon
Target: One creature
Attack +3 vs ac
Hit: 2d8+1 and the target is marked until the end of your next turn. In addition you or one ally within 5 squares of you can spend an healing surge

What means "Marked"? It is like the paladin challenge? Or the fighter's mark?

AFAIK marked means that if you attack someone other than your marker/markee/? then your attacks get a -2 penalty
Edit: From the pre release guide:
Marked:A particular creature has marked you.
You can only be marked by 1 creature at a time. If another creature
marks you, you lose the old mark and gain the new one.
You are at -2 on all attacks that do not include the creature that marked
you as a target.
You may suffer other penalties for attacking a creature other than the
one that marked you, if that creature has such an ability.
