Maybe you could create a magical item that allows the user to use a dispel magic spell. Something that acts when the wearer wills it, not with a command trigger.

I know a lot of people think that it is OK to modify almost every NPC's equipment and tactics to specifically counter PC tactics, but that just does not agree with me. My campaigns are site-based, and to me the typical NPC should be going about his or her daily business, not figuring out how to counter silence spells.

Of course there is also the flip side that if you have a person with a few incredibly potent weaknesses they might just try to find a way around it.

Such as with grappling. If you are a little guy with no strength you had better have a contingency plan.

Where the line between the two lies however is usually varies from person to person.
