improved intiative on weapons

I don't think it's unwise as a feat. Heck, you need BRS of 6 to qualify. I think it's bad on a weapon to have any type of iniative modifier because it creates problems. THe feat in QF is a good feat IMO.
 

Notice how the word base is never used throughout QSF? Some prereqs are saves of 12+, this leaves some doubt as to whether they meant to say base since 12 is the highest base saves go at level 20.

I wonder when the 3 MB of errata for QSF will be ready or if they ever intend to fix the errors. It takes WOTC a long time to release errata and their books sell millions. How many thousand copies did QSF sell?

I agree, theres something somewhere about not being able to stack bonuses from the same source (spells, etc) unless they specifically say it can be done. Last I looked you couldn't take Improved Init twice for double the effect, so you wouldn't get the feat twice in this case either.
So for a character with Imp Init already it does no good (just like Sunder or any other feat on an intellegent weapon).

There are a number of weapon enchantments that improve your initiative, most notably in OA. The Focus enchantment gives a +4 insight bonus to Iaijutsu Focus checks even when the weapon is sheathed (this would only affect initiative in an iaijutsu duel, however). The Initiative bonus gives a +2 luck bonus to init when the weapon is carried.

In your case, how is the weapon's enchantment worded? If the enchantment says something like "this weapon grants +4 to init as if the wielder has the Improved Initiative feat", then it's a straight +4, even if the wielder already has that feat -- feats generally don't stack. However, if the weapon simply grants a +4 bonus without any mention of Improved Initiative, then the bonuses would stack. Without any more information, I would be inclined to go with the first alternative.
