It would be better to Lend her the money and get something in return. Like access to the book for copying spells

She is willing to let Vincenco have access to the spell book, but she must give it to the Wizard Council first for them to examine. She won't be able to copy spells from it herself until they release it back to her. The council takes 'enemy' spell books very seriously. Even Silagord's spell book was examined before Vinny was allowed to take it.
