I have this idea in my head that whatever value the lesser NPCs don't get up to 9.5K gp is paid to them out of the city's coffers. This debt will be charged to the Regulars and/or Elites.

FYI, my physio session was good today, but it was also tiring. I already crashed for nearly an hour and a half earlier tonight and I'm definitely going to bed early tonight. 
The plan for tomorrow is start off writing IC posts and get through all of Round 5 and Round 6 by the end of the day. I'll have the NPCs pick after/around you guys needs/wants.
