So Akos would be at 20,000 XP, Breva would be at 20,800 XP, and Tuck would be at 20,000 XP. This would put the PCs on more equal footing and make sure none of them are lagging behind. Thoughts?

They can lag a little. I'm okay with some amount of catch-up, but people who have actually been here and posting ought to have a slight advantage over the Johnny-come-latelies, especially since the action will tend to tilt a bit more in their direction as the campaign shifts to make room for their inclusion.
