Fang heals to 203 hp and starts round 25.
 


Shimmy loops downward and tries a slightly different approach, calling into being an ice storm centered at 80n45e. While he continues to not rise to the bait of argument, he ponders if the dragon might also be shielded against cold... but even so the pounding of the icy stones perhaps will distract the casting.
 

The spell actually has an effect on Fang (29 CL check)!

He takes 14 points of damage from the hailstones, but no damage from the cold.

Fang keeps casting. He has 189 hp left.

I will need an ending position for Shimmy's movement, keeping in mind he is invisible.

1d4+1 small air elementals appear in delta formation 50ft above Fang's head at about 65-70N and 40-45E. They are instructed to go northwest, gaining altitude to about 85ft an manually search for the opposing dragon, hitting him if at all possible. Fang awaits the results of his tactical search and destroy mission.
