In MM3.5 it mentions that lycanthrope spellcasters in hybrid form cannot cast spells with verbal components. However, no where does it say that hybrids can't speak. The most descriptive sentence concerning the hybrid form calls it a "bipedal hybrid form with prehensile hands and animalistic features."
Sometimes I think they should be able to speak, somtimes not. It seems like a pretty big thing to be left to assumption. Verbal components for spells are much more resticted than just mere speech. The words must be uttered clearly and with volume. SO, it is not enough to point to the casting restriction and say they can't speak. However, there is no guidance ot assume they can.
What do you all think? Am I missing anything from the text, or from a FAQ?
