Minor changes to make the rules simulate Super Heroes (now with 50% more Thor!)

No real change is needed. 4E is already very superhero like.
The only thing missing is flying which nearly every superhero has but is a big No in 4E. And adding flying will likely break too many things (precious balance!) than it would add.

So just say "Everyone of you flies, but for convenience I use a 2D battlemap" and run the combat like normal.
In dungeons there is of course a strange, other worldly energy which prevents flying.

"Everyone flies" sounds more Crouching Tiger to me heh. If you're doing some real amping of the number of minions and you want to have the heroes really clearing huge masses away at once, give everyone's attacks a Burst 1. So Thor swings Mjolnir at the Ogre and it hits all the orcs surrounding him as well as killing the 2 kobolds in the rear.
