Bonedagger is very difficult to discuss rules with. You have to be patient if you want to gain a new perspective on rules.
But basically, I have not yet decided if he argues just to argue or he genuinely does not clearly understand the rules or he genuinely has a different slant on the rules (i.e. interprets sentences in a different manner which results in different rules) which I'm just too dense to get (and I generally do not consider myself a dense person). The jury is still out, but he and I have yet to come to consensus, or even be able to follow each other's points of view.
Personally, I disagree with some of what he posted here as I did on another thread.
My suggestion, either ignore him, or realize that you have to put in a bit of effort in order to understand him. I'm not yet convinced that he is insincere or trolling.
Getting back to the main issue here, no, you cannot stand up from prone and do a partial charge.
However, you can stand up from prone and ready an action to partial charge. If your DM lets you get away with a munchkin type ready declaration such as "I charge as soon as the Orc breathes", more power to you. But, I personally would not allow that as per the instructions on Readying in the DMG.
But, there are still other tactics such as Delaying and waiting until the Orc gets next to you and then getting up to attack. But, this has the disadvantage of him attacking before you do (since it is not Readying) and it delaying your initiative. On the other hand, it has the advantage of waiting and seeing and possibly doing an action other than attacking such as casting a spell or something.
