I'm just getting through the M&M book and I have a few questions about XP...

1) When receiving points, the player can store them up and when they receive 15 they level, do they need to spend the points at the time of leveling or any time?

2) When receiving points, they can be spent at any time, right? Even if they're spent, does that still count twoards the 15 needed to level?

3) Can the player purchase all new powers for the PC or only new stunts, feats, skills, etc?

They can spend them immediately or save them up.

Yes and yes.

3) Can the player purchase all new powers for the PC or only new stunts, feats, skills, etc?

The former.

No problem! Remember that while these are the answers by the book (pg 150 in MnM), you can change the way advancement works very easily for your own game without much fuss. Personally, I like to hold off on giving out PP until the players have earned at least 4-5 so they can make a noticeable impact at once.
