Cool, I was wondering what new mechanics they'd slide in to Theros. Bigger effect for multiple actions is a neat addition to the action economy. I don't see why you couldn't combine legendary and mythic actions, as the legendaries work on other creatures' turns while the mythics work on the creature's own turn (maybe?, IDK). Or, perhaps the idea is to be able to use multiple legendaries to use a mythic? Either way it's neat.

It's a little underwhelming when compared to what even low level PF2 monsters can do ... especially if I'm reading that correctly and it's a CR 21 monster.

It's not PF2 and doesn't compare apples to apples with an entirely different game!
