Need help: Ettins' & Superior two weapon fighting

Probably done to death but I don't seem to have search access.

Ettin's are listed with superior two weapon fighting and a base attack of +7, then great strength.
It says that the ability means it takes no minuses from to hit's or damages.
Full attack is listed as +12/+7.
So that means (say) right hand +12, left hand +7?
Shouldn't superior two weapon fighting mean +12 right hand, +12 left hand, +7 right hand, +7 left hand.
And if doesn't mean the above, can I just add to the CR and make it so?
(MM pg 294: Monster possess special attacks or qualities that significantly improve combat effectiveness?)
How do y'all play it?

The ettin's full attack sequence is
2 morningstars +12/+7 melee (2d6+6) or 2 javelins +5 ranged (1d8+6).
That means that, indeed, each morningstar is used to make two iterative attacks, for a total of four attacks.

What I want to know is why Ettins have Alertness rather than Quick Draw as a feat.

That should read "2 javelins +5/+0 ranged", damn it!

Why? Because ettins always used to be nearly impossible to surprise, if my memory serves me right. Notice that most relatively dim humanoids have been given Alertness. I figure it's to make up for a poor Wisdom bonus and yet make them as alert as they should otherwise be.
 

Well, ettins also have racial bonuses to Spot, Listen and Search checks, in addition to the Alertness feat. They'd still be hard to surprise without the feat.
