Sorry, but there are very few RPGs that let you make anything you can imagine. Your choices are always limited by the designer’s imagination unless they put freeform character creation in the game. “But you can play anything you can imagine!” No, you have to pick one of the seven things Bob wrote down however many years ago.
Even if they allow for freeform character creation, there's still going to be things you can't do. A given option in a point-buy system, for instance, might cost more points than you have available at 1st level (or even for several levels after that).

"I should be able to immediately play the character concept I came up with (and it should be just as viable as any other concept)" is an expression of entitlement, not game design.

My Hero System characters were perfectly legal but I cannot help that the GM never exploited the flood of disadvantages all my characters had... To be fair, Hero was really a game about character creation rather than playing your characters at the table.

There's a great discussion to be had regarding the aspects of the social contract that come into play when players build disadvantages into their characters, specifically with regard to their expectations (particularly in comparison to the GM's expectations) as to how frequently those disadvantages should come up in the course of play (and how impactful they are when they do, though that's harder to measure) in order for them to be "worth" the corresponding benefits the player receives for taking them. But few people seem to want to have it.
To be fair, Hero was really a game about character creation rather than playing your characters at the table.

I prefer thick crust over thin. And there were places we ate in the 70s where the crust was more than 1” thick. And the sauce and seasonings would soak into that crust…

I miss those.

Doesn’t stop me from eating other pizzas, though.
I remember this place we used to order from called Zorba’s that the crust was like a whole other meal in itself and it was awesome.
