The problem they have is that they have too much power for a position with very little accountability. In my country they are a thing, but it is either a more informal affair or a formal one with limited power -restricting usage of facilities, gates, or some non-essential services-. An association with power so large that they control and give maintenance to private roads, private services and can dictate what you do in your home down to the number of potted plants on top of having the ability to drown people in fees, fines, and late fees tot he point they can drive them into homelessness is unheard of and unthinkable.like a lot of things in life HOA are different from place to place, some are good and some are over the top bad.
