There’s a lot of cultural diversity/stong immigrant populations and/or major tourism factors in most of those states.

The article also notes that DC had 25 Michelin star restaurants, compared to 80+ for California. Probably for similar reasons, PLUS its nature as the capitol city. Lots of powerful people with lots of money wanting memorable dining experiences.
 

DC is packed with a crazy variety of restaurants and has been for ages. The influx of more affluent people residents in from the suburbs in recent decades has just accelerated that trend. (It's a lot easier to get people to try your new restaurant in Northwest DC than it is to get them to drive out to Rockville or Manassas.)
 


Gotta love food from crossroads and melting pots. Diversity of people in a place gives us all the best food. Either lots of immigrants bringing their food to a place or historically lots of diverse cultures mixing gives us strong local food. Also, weirdly, historically poorer countries have to do more with less so develop more flavorful and varied foods. Which is also why colonizers tend to have bland native food because they’re rich, but boost their food by importing foreign foods. It’s why places like Spain, Turkey, Central and South America, India, Morocco, Vietnam, Louisiana, etc have some of the best foods. If we’re still around in 100-200 years, certain parts of the current US will have some fantastic local food.
