Speculation: Gauntlets of Ogre Power allow you to use Awesome Blow 1/encounter and bestow the ability to 'Lay the Smack Down" 1/day. "Lay the Smack Down" is only a placeholder name for 2x damage on a crit.

I'm happy to hear about the "No stat bonuses" magic items. They're terribly uninteresting. Here hoping that they made weapons of legacy core for 4e (after fixing it first of course)

I didn't check out the podcast, but I wonder if certain items are going to back a flat stat. Not +6 STR, but a 22 STR, like the old days........... *sigh* that DID add a cool factor about the item, lots more than a +4 STR anyway.
Would a flat stat rule fit the language of what was actually said during the podcast?
 

No, the language was more like "we're not going to have non-permanent stat increases in the game, because it is too much of a pain reconfiguring your character sheet at the end of a fight after you've been hit by a bull's strength and a ray of enfeeblement. Stat changes because you've leveled? That's fine. During combat? Not so fun."

Part of the problem they mentioned is that changing attributes tends to change many aspects of the character sheet. I expect that there will be a number of magic items that say 3x day use a swift action to gain +2 on the next rather specific action. The Gauntlets would be more like gain Powerful Build and once an encounter spend a swift action to do +4 damage than gain +4 STR.
 

Guy's item ssuch as the Gauntlets will never affect attributes anymore; instead the gauntlets of ogre power will give the user a flat bonus to attack damage (say, +1 attack/+2 damage)

Wow. That would be so boring and lame I would just cry. Items that add + to numbers are the dullest thing ever invented.

Please, please, please let them do something more original than that...

It doesn't really fit the idea of getting rid of the "Big Six" items, either. I'd say having them automatically give 22 STR would keep them in the "must have" category for most melee types. In fact, that'd make them more useful for, say, a rogue that only invested a 12 in STR when he was created. Now he'd get the benefits of +10 STR on his Sneak Attacks :uhoh:

I'd say the same hold true for the concept of them giving a flat bonus to melee damage, too.

One other possibility is that, since it seems like each monster entry will have at least one power/ability to make them unique, the gauntlets might let a character mimic the ability which is unique to an ogre. Might be an X times per encounter power that lets the wearer do a bare-fisted attack with bonus damage and knocks down (or pushes back) a foe.

Maybe they'll just add a big percentage to your Bend Bars/Lift Gate rolls :p
