Now that would depend upon your DM allowing just one spell to add to any stat...

Else it could just as easily be argued that the one spell could add +30 (in your example) to any stat, saving throw, spell resistance or natural armour.
And like so much in the ELH, this is left wide open to interpretation.

Err, not the same. The rules for epic spells explicitly state that DM's approval is required. This is a substantial and specific extension of good ol' Rule Zero.

As to whether epic spell "slots" can be used for non-epic spells, I'd say no no no. There's a completely separate feat (ISC) for that, and yes, it's actually quite balanced. (Even just the +1 DC with Improved Heighten can be worth it; when you add in some of the metamagic feats (Empowered time stop, anyone?), it gets quite powerful enough for epic play.)
