Shifting

Can any creature or character shift (move 1 sq without provoking an OA) as a move action, or do they need a power that allows them to use this maneouvre? Its not clear from what I've read of the PHB so far (which is not that much, I'll admit) but it came up in last night's skirmish.

Any creature can shift as a move action, unless specifically mentioned otherwise in its statblock (for example, gargoyles that turn into statues cannot move until they revert to mobile form).
