The guards were very tense. As luddite tackles a guard and flings paper at the other ones, they reflexively pull the trigger and creates instant panic in the camp.
[OOC: Luddite rolled 17 + 2 for his bluff, more than my sense motive. This translates into giving L a suprise round.
I'm not too sure as to what the tackle represents. I gotta go with a trip attempt.

Luddite win! The soldiers fall prone in front of him.
The flying paper will result in granting Kim some concealment (+1 AC) for the first round. The soldier doesn't lose his rifle.

Kim shoots 6 + 5 ; hit
Dmg 9
The soldier screams and his wounded, fails his fortitude check and is stunned
Initiative is
Soldiers 1 + 2 ; 3 (no crit fail on initiative AFAIK)
Luddite and Kim both roll high enough to go first (therefore Luddite gets to call another round of action after the tackle before it's my soldier's turn]
