One would think that with the entire ancient database, there would be information on exactly how to do so, so I hope there is more reason than lazy storytelling for why they have not been looking. As I think about it, Atlantis is probably the most likely place for a ZPM manufacturing facility to be located.

Not just that. The Ancients built their stargate network, those battlecruisers of theirs, other copies of Atlantis and numerous other things after they arrived in the Pegasus Galaxy. Considering that they travelled there in Atlantis itself, it stands to reason that the city would possess considerable manufacturing facilities to build whatever they would need in their new home. At the very least it should be capable of building ZPM's, Drones and Puddlejumpers.

Other than lazy storytelling, I can only figure that they need more ZPM's to power the city before those facilities are operational (bit like how a bunch of systems weren't operative until they had 1 ZPM plugged in, I would presume that having 2 or even 3 allows more things to function still, such as they need 3 to power the star drive for example).

Didn't the really old Weir hand them a list of 5 worlds with functioning ZPM's? From what I recall they've only ever chased up a couple of those addresses.
