As someone who only occasionally reads comics, I don't really know anything about either version. And yet they keep showing up in animation and live action! Either make them interesting or use a different character already!!

The problem is, to a fair number of people, the Hawks are fairly iconic. They've got a distinct visual look, and Hawkman was one of the earliest incarnation of the JLA along with the likes of Flash and Green Lantern.

What? To make the other super-suits look sensible in comparison?

Not everyone is put off by odd costuming; with supers some people expect it.

I had no idea who Paul Levitz is but after seeing Guy Gardners mug posted all over the net yesterday and I googled Levitz looks like they added a prosthetic chin

Low-tier comic characters are sort of like low-tier monsters in the Monster Manual. You don't need them, but they give the dedicated fans something familiar to enjoy recognizing.
