For sure. Marvel has been more popular than DC for ages and then there were the Doctor Strange movies.

The Justice Society was first.

I don't know a ton about him, so I looked at Wikipedia for what that's worth and found this. It appears he has been associated from the very beginning.

"When the Justice Society of America was created for All Star Comics #3 (Winter 1940), Doctor Fate was one of the characters National Comics used for the joint venture with All-American Publications."
Now I really want a 1940s set JSA movie! I doubt it would be touched though, too much like The Phantom, which flopped hard (despite being good).

I always found the JLA a bit too High Cosmic.

The Golden Age is a modern classic, starring the JSA during their final year after WW2 ended and they were neither needed nor wanted by the government in the post- War era.

It would make a great movie
 


That would rock. They could do it like Sin City.
The "Sin City" style is a hit or miss thing, depending upon the director. So far the only person to really pull it off is Robert Rodriguez and "A Dame to Kill For" was just OK, in my opinion. I don't think that a JSA movie would really fit his style of directing. Frank Miller, despite saying that he wanted to do "The Spirit" because someone else would likely f#$@ it up, #$@ed it up. Giving a live action JSA film to the animation team would likely be the best way to go, IMO, as that style is pretty much animation/rotoscoping anyway.

They did a little bit of that in the second season of Legend of Tomorrow, so I think it would work a lot better with finding an audience than the Phantom.

I love Robert Rodriguez, but if he can't have improbably huge weapons pop out of nowhere in the final act of his movie, he's kind of at a loss for how to wrap it up. He has a lot of heart and he's great in his very narrow niche, but he's never been able to really succeed out of it, IMO.
