I'd say that the speaking actually takes place during the character's other actions, and since rounds only last about 6 seconds, debating tactics or issuing complex orders or having detailed dialogues is probably "beyond the limit of a free action."SRD said:In general, speaking is a free action that you can perform even when it isn’t your turn.
