The Incredible Shrinking Archer (strength and bows)

A bowman is armed with a composite bow crafted specifically for his strength. He manifests the compression power (or casts Reduce Person, whatever you prefer.)

He and the bow both shrink. Does he take a -4 to hit penalty for having a strength lower than that for which the bow was designed?

Yes. Just as a bow that gets enlarged does not get more mighty, a bow that shrinks does not get less mighty.

And don't forget projectiles deal damage based on the size of the weapon that fired them. Your small bow's damage die is now a 1d6. Wotc made sure archers lost something when they are shrunk.

Yup. The lesser damage seems fair, but the -4 attack is a bit much. Guess if you're planning on shrinking, you better have a bow available that's not as strong.
