The Unicorn Force : Spirited Recovery

Most of the regeneration powers are triggered by the opposite condition so I am a little hesitant about the balance.... It probably needs to advance with epic and paragon tiers as well, but here is the idea with associated flavor.

The Unicorn Force
The Unicorn Force is said by some to be Divine and by others Fey, favoring human and fey souled alike it is perhaps neither... true invocations of its power are in-discriminant benedictions which heal, cure, free and mobilize all beings in an area of effect... allies and enemies alike... In fact its most powerful channelers try with difficulty to resist a compulsion to aid enemies as well as allies.

Unicorns Blessing: Spirited Recovery

While not bloodied and your temporary hit points do not exceed your bloodied value you gain regeneration equal to 1 + your charisma mod.

“Some say this is a sign the Unicorn force is fickle, for it abandons you when you most need it. Theory high rage and pain of the bloodied state suppress your contact to the Unicorn force.”​

This ability does not work on the round following the taking of necrotic damage

“The dark suppression of the spirit associated with anti-life is the Unicorn Forces antithesis.”

This ability is exclusive, those who have this ability cannot benefit from regeneration from another source.

“Some attest this is a sign that the unicorn force is jealous.”​

Ouch a feat? ---> hint no feats currently do regeneration or anything close.

However there are Defenders Daily Utility level 2 Powers and likely an upcoming racial feature (best example see shifters).

So what classes are we looking at well a Paladin definitely or a Fey Souled race (of an as yet unseen type), would both certainly be possibilities. It could also be a Clerics/Channeler's Power nearest estimate would be a level 8 or 9 Daily.

Fey Soul'd Ones - aka - The New Children
They were vat grown beings intended to be "the super race", they have a +1 in all attributes and cannot exceed 18 on any attribute. They were however inhabited by souls from the world of Faerie and became unpredictable eventually turning against their creators - who in retaliation cursed them with a plague which follows them to this day (a plague of magically manifesting trolls which hunt them unendingly -- some have avoided the plague by forgoing the use of magic completely). The most spirited amongst them seem filled with the unbridled energy of youth. See Spirited Recovery.

For racial regeneration I would make it once per encounter as per the Shifter. (Shifters don't have a silvered weapon limit I would expect to see so that might make up for some of the advantages of Spirited Recovery).

Fey Knight could be a class with illusions and a defender emphasis.. could work for something like that as well.

Perhaps another completely different styled race one with natural battleragers who when they suppress their rage are able to access this ability.
