It's totally possible they're just trying to lock down what the "core" tiefling looks like for branding purposes, but will release possible subraces and alterations with upcoming splat and campaign guides.
Same way a Dark Sun book would presumably have sections detailing what makes a cannibalistic DS halfling from a core Lightfoot, bald dwarves, etc, they could be saving the "Planescape" tiefling for a later book with extra fluff and subraces.

After I read that page, I knew you were going to be unhappy. I'm disappointed that the 4E tiefling seems to be the new default for the race. It will likely be the same for the Dragonborn.*sigh* Devil blooded only. Seriously?
That completely misses the point of the classic 2e and 3e tieflings, replacing them with something using their name but apparently based completely on the 4e creature from Evans' novel. That's a shame.
