Trident of the Sea

I want to make trident that has powers and abilities related to water, oceans, and seas. Should it have have as some of it powers the same abilities as a Trident of Fish Command or should they be better then the Trident of Fish Command? I know that it will allow the user to speak with underwater races and breathe water freely. What other abilities and powers should it have? How would you go about making it? Should it be an artifact?

You want to make a specific item, and you've described the theme, but you want input as to what to make it do? Essentially, anything you want!

Who owns this item? A Aquatic Elf Prince? A Temple to Deep Sashelas? A Rugged Sea Captain? Or is it unclaimed, lying at the end of a dungeon someplace? The ownership and/or history of the item is likely to influence what it does.

Are you the DM? If so, simply declare it exists, with any and all the abilities you want.

Are you a player? Than you're looking at Craft Arms and Armor feat, access to the appropriate spells, gold, xp and time, and so on.

But are you just asking for general suggestions for abilities? Here are some suggestions:

Least Trident of the Sea:
-Grant user Swim speed 30'.
- +8 to swim checks.
-No Armor Check penalty for movement in water.

Lesser Trident of the Sea:
same as above, plus-
-Breathe Underwater at will.
-Summon Monster III 3/day, Aquatic creatures only.

Trident of the Sea:
same as above, plus-
-Speak with animals, aquatic only, at will.
-Freedom of Movement always active.
-Control Weather 1/day.
-Cast all spells underwater without interference (like fireball underwater).

Greater Trident of the Sea:
same as above, plus-
-Charm Animal, Aquatic only, at will.
-Dominate Monster, Aquatic only, 3/day.
-Summon Monster VI 3/day, water elemental only.

Majestic Trident of the Sea:
same as above, plus-
-Plane Shift 1/day, anywhere aquatic. (Use it to show up in the ponds and sewer systems of layers of planes clearly not aquatic.)
-grants the wielder her own demiplane of water, accessible via Gate, at will, only accessible from the Material Plane.

As an artifact it would have all the abilities you list except that it grants a swim speed of 50. How would give the the trident the ability to control the water of the seas and ocean? I trident to be intelligent, Neutral or Chaotic Good, and communicate telepathic with the wielder. I was thinking that the trident as an artifact to stop working if the trident's abilities and powers use to harm or hurt the sea and ocean including the life in the sea and the ocean except for evil being of the seas and oceans. Also I would like to know how make the verson of the Trident of Sea you made because I want them to people copying the real Trident of the Seas?
I was thinking Trident of the Seas was created by in ancient times by a cleric (worships a god of the sea and oceans and sea life)/water elementalist (I was think of the elementalist from the Tome of Magic from 2ed but updated to 3.5 as a class and not a prestige class) guide by his deity. The purpose of the trident to protect the seas and ocean and the life in the sea.

If so, whenever your players encounter this item, or hear stories about it, simply state "This is the Trident of the Seas, able to grant powers over the oceans and seas. Here are all the things it can do..." and describe those things. You don't need it to be any more complicated than that.
