Since rogues are already powerful, it's pretty hard to justify giving them a freebie to make them decent scouts.
The possible solutions are to sacrifice a rogue ability for a bonus to Perception, but that road leads to munchkinism since many rogues go the rapier anyway and have no use for the +1 dagger bonus.
Perhaps giving up the first strike class ability in place of this bonus would be an even swap. Hard to say.
Anyway, I propose a new feat:
Preternatural Senses
Prerequisite: Thievery, first strike class ability.
Benefit: Add your Dexterity modifier to your Perception skill in place of your Wisdom modifier.
